To begin the miniquest simply approach the baker in Dhrakokq Port, nearby the freak on a leash, and speak with her.
For this miniquest you must track down the thief and question him regarding his crime. Apparently he's made a habit of using his sticky fingies to nab those thick, hot loaves. You can also purchase food from the baker if you wish.
The thief didn't go far. Follow the objective marker to the Dhrakoq Slums and speak with him there. You are given multiple options on how to deal with him.
Once that's done you'll have to return to the baker (quest says "Return to the Cook" though; it's the same person). When you tell her you've found the thief, she informs you that she's already taken matters into her own hands.
- You can either be complicit in the implied vigilante justice, or confront her. Choosing the latter will send you looking for the vigilante the baker hired. There are a number of ways you can deal with the vigilante.
Either accept the baker's choice as the moral one, or deal with the vigilante in order to complete the miniquest.
