To begin this miniquest, travel to the location marked on the map, East of Ikenni Villa. You will find some Formless slaves trapped in cages that are sinking into the water of the Euphoris. It would appear a small shipment of slaves was destined for some place down-river, but crashed. There is a Gilded Fold member there, unable to do anything to help as they've lost the key to the cages among the wreckage.
You must go underwater to find the Formless Cage Key. You will find it beneath the water surface (use CTRL to sink and the space bar to rise), resting on some stone. It's not buried, but is simply atop a sunken stone floor. Even so, it can be difficult to find, and using Shade Sight doesn't highlight the key. Remember to watch your breath bar!
Once the key is in your inventory, you can unlock three of the Formless cages.
You will then be directed to negotiate with an Inquisitor who has arrived at the scene, and will have to decide what to do with the slaves after speaking with her.
- You may choose to free the slaves, siding with the Inquisition in this situation.
- You may choose to return the slaves to the Herder, siding with the Gilded Fold in this situation.
Whatever you choose, combat will begin, and you should aid the one you sided with.
- (You may be able to switch sides during the combat as both the Herder and Inquisitor will have health bars).
Take care during this combat, as whoever you side with hits extra hard, and friendly fire is possible, meaning they can hit you on accident and dish out a lot of damage.
Once the combat is ended, the quest is complete, and you will receive reputation toward whichever faction you sided with in this situation.

- Most Formless in Sabu have their fates decided by a master or mistress of one kind or another. While many would prefer freedom, can lead to a more brutal existence than that of a slave.
