Safiya is the owner of Ikenni Villa, she can be found relaxing in her pool alongside a couple of her 'daughters' (handmaidens).
If talking to her, she'll at first think you're there to deliver a wine shipment, with a presence of 13 or higher she'll believe that you are the courier and tell you where to find payment for it (the chest under the pergola to Safiya's right).
As of v0.5.201 she begins the miniquest Troubles at Ikenni Villa.
